RECENT INDUSTRIAL TROUBLE. DEFENCE OF THE GOVERNMENT. (Australian and N.Z. Cable Assn.) Received February 4, 5.5 p.m. ROME, February 3. Signor Giolitti, replying in the Home Affairs debate, defended the Government's policy during the occupation of the factories as teaching the proletariat a lesson that lliey could noi run industries without capital. The Government had confiscated a large quantity el' arms and ammunition in private possession in tlio disturbed areas where the upholding of the propagandist example of Russia had greatly contributed to the discontent. The European Governments, he said, were all wrong h disallowing free intercourse with Russia. He regretted that the Socialists bad not been allowed lo see for themselves what a delusion Russian Bolshevism was. They would have returned with saner ideas. Referring to the settlement of the F ; ume question, he caused a sensation by stating that the Government had found in Finnic 13 shiploads and many tiain loads of arms sent from Italy, irdicating that civil war—perhaps another foreign war—was in course of preparation.
