Dealing with the Water accounts, the Estimated Receipts and Payments for the year were £r>,2oo, while the actual amounts received and paid were £r>.'<9r> and £S,CB!> respectively, so that on Hie year's working there is a deficit of

£194. ■ 'VWTSg As far as Hie Has Department is concerned the Engineer and Manager of the Department estimated Hie Receipts as £18,814, and Hie Payments as £10,711. thereby showing a deficiency of £9OO. The receipts have been £21,037 and the payments £23,070, both' items including transfers from and to other Departments, so that Hie actual deficiency on the year's working is £1,439. The amount expended under, the heading of New Services, Mains, etc., will be reduced (the effect coming into the current year's figures) by transfers to be made from the Loan authorised on 12th December last to cover items which have been purchased since the date mentioned, and which arc a fair charge against loan; there is also a set off against the deficiency, the sum of £225 being the nett credit balance of tlie working account to 31st March, 1919. The main item responsible for the deficiency on the year's working is the advanced cost of coal, and to provide for this increased eost, it has already been recommended to Hie Council that the price of gas hould be. increased. Dealing with the Electricity Department, the Engineer and Manager of the Department estimated Hie Receipts as £7r>oo, and the Payments as £6,288, giving a surplus of £1.212. The Receipts have been £8,507, and the Payments £9,391, tint li items including transfers from and to other Departments, so that Hie deficiency is £824, making a difference of £2,030 as compared with the figures given in the Estimates. (The above, figures do not. 'nclude a sum of £3lO for coal supplied by the Waikato Shipping Company Ltd. during February and not paid until Ist The result of the year's working is therefore that the amount advanced by the General Account to Hie Electricity Department lias been increased to £4185, as at 31st .March last; Litis amount may be reduced by £-175 should the Audit Department allow the amounts received from Messrs Jonerliin and Niven and Co. for plant sold to them, to lie included in Hie working account instead of being shown as a deduction of expenditure on Loan account. In view of this large debit balance I recommend that the price of current be increased to the limit allowed by the license held by the Council, and also that the Council consider the advisability of collecting Special Rates to covin- interest and sinking fund on the loans which have been expended, on the Electricity undertaking.
