To-day's instalment of the Kaiser's correspondence with the Czar deals largely with personal matters. In January, 1905, the Kaiser refers to the sensation caused by the fall of Port Arthur, and expresses the deepest sympathy with the valiant general and the brave, diminishing band of heroes, who strove to the utmost to fulfil Ibeir duty to the Emperor and the country. The Kaiser proceeds: "I hope that j'Ou will not fancy Unit I intrude on your privacy when I beg you to tell me your plans for the future, so that if possible I may make myself useful to you, and shape my policy. I prefer being informed by yourself dirccfiy, as I.have firmly stood to you/and your country as a faithful friend." The Kaiser continues: "Now that the programme for the renewal of your fleet is published, I hope that you will not forget to remind your authorities to remember our . great firms at Stein, Kiel, etc." A-later letter, written in 1905, refers characteristically to the terrible massacre of the people gathered to present a petition to the Czar in front of the Winter Palace. He says: "You have been through serious trouble own ing to effervescence and agitation among the lower classes. lam glad your soldiers showed themselves reliable and true to their Emperor. The reception of the deputation of workmen made a good impression everywhere, and showed them that they could see the face of their dear father if they asked this honour in due form."

The Kaiser proceeds to discuss reports of plass to reform Russia. lie says: "The most sensible and bestadapted to the people and their customs, in my humble opinion, seems the formation of a body of men chosen from the best and ablest heads of the different Zemstvofs. This body would be attached to and advise the Imperial Council, at. which the Czar would preside, from time to time. In this way you would ensure the execuitve once and for all to an autocrrtic Czar, and not to leading Ministers."
