It is officially stated that the resumption of direct Anglo-German relations will be marked by three distinct stages—first, the appointment of charges d' affaires, Consuls and Con-suls-General; second, the creation of the status of the Legation; and third, the full restoration of the Ambassadorship. The Germans are making ready to re-occupy the London Embassy. Received January 15, 12<20 a.m. LONDON, Jan. 12. . Lord Kilmarnock has left for Berlin, as British diplomatic representative. He will have the status of Charge d'Aff aires.
