In to-day’s letters, as published, the Kaiser discussed details of the secret treaty between Germany and Russia. The . Kaiser, fearing that public opinion in England might regard the Treaty as a casus belli, and also cause America to co-operate, “which on no account must lie allowed/’ outlines alterations of the provocative clauses of the Treaty. He says: “A n excellent expedient to* coo] British insolence and overbearing would be a Russian military demonstration on the Persian frontier of India. This would have a remarkable quieting influence on the hot-headed Jingoes in London. 'The only “part of the globe where British battleships are of no avail Is on the Indian frontier of Afghanistan-’’ The Kaiser overcame the Czar’s scruples about signing the Treaty before acquainting France by declaring that the French Ministers would acquaint England, resulting in an instantaneous attack by England and Japan on Germany, both in Europe and Asia. “Their enormous maritime superiority would soon make short work of my small fleet, and thus upset the equilibrium of the world, and leave it at the mercy of Japan and her jubilant friends.” Regarding the British Government s order forbidding German vessels to leave British ports, thereby, preventing the coaling of Russian warships proceeding eastward's, the Kaiser wrote: “I must now have positively definite guarantees whether you intend to leave me unaided or not if England and Japan declare war on me for coaling the Russian fleet. Should you he unable to guarantee that you will loyally fight shoulder to shoulder with me, I regret the necessity of immediately forbidding German steamers to continue to coal your fleet.”
