CONTROL OF THE DARDANELLES. LIMITING THE KIIALIFATE. DANGER EROM YOUNG TURKS. (Tiie Times.) Received January 13, 1.50 p.m. LONDON, January 11. Mr Garvin, in the Observer, urges Hie appointment of an International Commission to control the Dardanelles, and to act as the chief authority at Constantinople. He says that the continuance of the effective authority of the Sultan -will mean the ultimate reinstatement of the Young Turks and the recurrence of the deadly cycle of international mischief. ' The Sultan as Khalif might be permitted to retain a sort of Vatican area, but such a camouflage sovereignty is not regardable as a vital issue.
