According to Mr Polk, Under-Secre-tary for State, when the Allies and Germany have ratified peace, Mr Wilson will he ready to issue the first invitation for the meeting of the League of Nations. Mr Wilson’s view Is that. American ratification in this cpracsfitroii is immaterial.
