The New York Times' Ottawa correspondent says that prior to leaving on a- long vacation, Sir R. L. Borden announced that Sir George Foster, the senior member of the Privy Council, will be acting-Premier. General Mewburn has resigned as Minister of Defence, and Mr Sefton has retired as Minister for Public Works and has been appointed Secretary for State. Mr Burrell, who was formerly Secretary for State, has become Minister of Customs. I
