PROGRESS OF NEGOTIATIONS. (Australian and N.Z. Cable Assn.) Received January 2, 8.45 p.m. WASHINGTON, December 31. Negotiations for the resumption of consideration of the Peace Treaty arc progressing rapidly. The chief obstacle it present is the reservation by which the’ United States refuses to be bound by any variation of the League of Nations, where the British Dominions possess collectively more than one. vote. The Democrats consider that such a reservation will nullify the Dominions’ voting power in all instances.
