Berlin newspapers discuss the Russian overtures for the /formation of a German-Russlan-Hungarian alliance against he Entente. Herr Noske, in a speech at Weimar, said they desired friendly relations with Russia, but she insisted that Germany should become Bolshevik. This we refuse. Herr Noske denied that Germany was participating in an anti-Russian offensive. A STATE OF SIEGE. PROCLAIMED AT FIUME. (Australian and N.Z. Cable Assn.) Received April 1, 12.35 a.m. PARIS, March 30. Fiume city has been declared in at state of siege by the Allied commander. MISSIONS TO GERMANY. AMERICAN PROMINENCE. (Australian and N.Z. Gable Assn.) (Received April 1, 12.15 a.m.) LONDON, March 30. The Daily Express’ Berlin correspondents states that the American mission in Germany consists of 250 officers and men. It easily outnumbers other Entente missions, and provides excellent American propaganda. A second American mission of eighteen bankers is en route, and will enquire regarding raw materials. A third mission of 125 doctors and 18 dentists has been sent for. America is by far the most prominent foreign nation in Germany. The Germans outwardly arc less bitter against the Americans than against the French and British, probably hoping to obtain American raw materials.
