REVISING THE COVENANT.
SAFEGUARDING MONROEISM

WASHINGTON, March 28.
Senator King states that he has drafted a revised version of the League of Nations’ covenant and is sending it to Mr Wilson. Senator King will leave for; France within three weeks foi' the purpose of urging the adoption of Die revised draft. The amendments provide for the specific recognition of the Monroe Doctrine, under which the nations in the Eastern Hemisphere will be permitted to execute the League’s measures affecting any part of the Western Hemisphere. A similar provision is made for the Eastern Hemisphere. The League's covenant would declare that any nation’s domestic problems shall not be interfered with by the League. Domestic problems include the questions of immigration, imposts on property, inheritance, and naturalisation. Senator King claims that the revised covenant is written in clearer language than the official draft.
