OMISSIONS FROM DRAFT COVENANT (Reuter’s Telegrams.) Received March 29, 12.10 a.m. PARIS, March 28. The United States’ amendment concerning the Monroe Doctrine and the Japanese racial amendment are not included in the covenant of the League of Nations which has been sent to the Drafting Committee. THE COUNCIL INCREASED. TO ADMIT LABOUR REPRESENTATIVES. (Australian and N.Z. Cable Assn.) Received March 29, 10.20 a.m. PARIS, March 28. It is understood that the membership of the Council of the League of Nations has been increased by from two to three additional members representing Labour. JAPANESE DO NOT PRESS EQUALITY MONROE DOCTRINE SAFEGUARDED. (Australian and N.Z. Cable Assn.) Received March 29, 11.40 a.m. PARIS, March 27. The League Commissions have completed the. revision of the covenant. The Japanese did not press their equality amendment at the present stage, but reserved the right to bring the matter up before the full Commission. An amendment was inserted safeguarding the Monroe Doctrine. The fact that the German colonies coming under mandatories must be included in the peace treaty necessitates the introduction of some aspects of the League of Nations into that document.
