Lord Newton said the Government recognised that prisoners were treated with incredible brutality. They had been anxious to avoid reprisals, but realised that they should take advantage of the changed military situation in order to improve the prisoners' treatment. A list of offenders had been kept, and tie believed punishment could be exacted after the war. The Primate said he had been against reprisals, but in view of the official reports he was disposed to leave the Government the fullest freedom of action.
