ALLIED INTENTIONS. TO DIVIDE AUSTRIA AND GERMANY. (Australian and N.Z. Cable Assn.) Received October 18. 1 a.m. MONTREAL, October 17. The Times' Washington correspondent states that President Wilson's programme for dealing with the Central Powers contemplates the driving of a wedge between Austria and Germany. Mr Wilson regards Austria as a vassal of Germany in military matters, and therefore the Note sent to Germany does not apply to Austria. Mr Wilson's reply to Austria is being held in abeyance, liecause it is expected that both Austria and Turkey will soon release their alliance with Germany, as it cannot bring them either political or military gain. Some authorities at Washington expect either a split between Austria and Germany, or the breaking up of I»>e dual monarchy of Austria and Hua-i gary. M
REPORTED REVOLUTION IN SAXONY. (Australian and X.Z. CabJp Assn.) Received October IS, 0.40 a.m. XEW YORK. October 17. Mr Edwin James, the correspondent on the American front, cables that letters found on a German prisoner say that a revolution has started at Chemnitzt, in Saxony. HUNGARY DECLARES INDEPENDENCE. (Router, via Vancouver.) Received October 18, 105. p.m. SYDNEY, October 18. The Hungarian Parliament has issued a proclamation declaring Hungary independent. KAISER STILL REIGNING. (Router's Telegrams.) Received October 18, 1.50 p.m. z AMSTERDAM, October 17. That the Kaiser was still reigning on Tuesday appears from a decree published in Berlin and signed by the Kaiser on the 15th, prescribing that decreed military commands under martial law must be issued in agreement with the civil authorities.
