WITHDRAWAL TO THE FRONTIER. (Renter,, via Vancouver.) Received October 18, 12.50 p.m. SYDNEY, October 18. A New York Tribune special cable from its own correspondent with the American forces on Wednesday says that the elements of the German Army opposing the Americans had been told that all plans for an armistice and withdrawal from the occupied territory had been arranged. The plan embraces the withdrawal of the German troops 12 miles while the Allied armies withdraw six miles, with a neutral strip of 18 miles between the armies. A general German withdrawal then commences, the Allied armies halting six miles from the German frontier until peace is signed.
