TURKISH PEACE NOTE

The Daily Chronicle states that the Turkish Peace Note has not arrived, though there is reason to believe the new Government drafted it. It is pointed out that the Turkish Government is largely in Germany's power, as the Goebcu and the Black Sea squadron are able to overawe Constantinople. The British Government' is willing to consider only a bona fide proposal.
