AMSTERDAM, Dec. 12

A Berlin semi-official message states that in the recent armistice negotiations the Russian conditions were astonishingly far-reaching considering Russia's military situation. Oermany could not agree to evacuate the islands in the Gulf of Riga and not to withdraw troops from the eastern front for a fortnight, which Russia demanded. However, after further discussion an agreement was reached, except on the question of the evacuation of the islands, which admits of no discussion. The statement concludes: "In ten days' time, which was finally agreed upon, we will see a good augury for the future." (United Service.) Received Dec. 12, "7.50 p.m. PETROCHAD, Dec. 12.

Mr Philips Price states that the Bolsheviki army delegates who have returned from the ironts reported that all the soldiers complained that they wanted eight months' peace. They believed they had betrayed and will wait no longer, but rely on themselves. It is stated that a aimistice is intended. The Bolsheviki are aware that the enemy's aims assure moral support .in the event of revolutionary outbreaks. BOLHSEVIKI APPEAL TO COSSACKS. TO AVOID RLOODSHED. Received December 12, 11.5 p.m. PETROGRAD, Dec. 12. The Rolsheviki appeal, addressed to the Cossocks, says: "It depends onjyou whether the blood of our brethren be shed. We hold out our hands to you, and urge you to unite with all the people against their declared enemies, Kaledin, Eorniloff, Dutoff and Karavloff.
