BULGARIA WAVERING
SITUATION REGARDED AS CRITICAL PEACE MOVEMENTS VIGOROUSLY SUPPRESSED. (United Service). LONDON, August 28. A Bucharest telegram states that a brother of the Prime Minister, M. Bratiano, has been added to the Cabinet. M. Pherekydes has been appointed Foreign Minister. The;/Times' correspondent at Bucharest states that the situation in Bulgaria is criti«al'. A German division was summoned to suppress peace movements in Philippopolis, Yamboli, and Stara Zagora. The population resisted, and considerable bloodshed was caused. ' The correspondent adds that the position of M. Radoslavoffs Cabinet is very critical.
