ROUMANIA'S PREPARATIONS FOR WAR
I ARMY CREDIT IMMENSELY INCREASED. \
(BULGARIAN AND GERMAN COMMUNIQUES

LONDON, August 26, The Roumanian reports are to the effect that the army credit has been immensely increased, and that a new director of munitions and a new commander Aof ft* first army has been appointed.
