BERLIN, Sept. 21. The banks are< being stormed with selling orders. Interviewers of officials in the Foreign Office have elicited reassurance statements to the effect that the Moroccan negotiations aire proceeding satisfactorily. Authoritative statements made ■both in Paris and Berlin indicate that there are still certain matters of principle upon which neither France nor Germany will yield. TIME EXPIRED CONSCRIPTS DISBANDED. PARIS, Sept. 21. Both France and Germany ate disbanding time-expired conscripts.
