BOROUGH COUNCIL.

HAMILTON.

Tha ordinary monthly meeting of the Hamilton Borough Counoil was held in the borough ( hambera last evening. There were present: Hig Worship the Mayor (Mr J. S. B no) and Crs. W. P. Mason, J. A. Yonrp, O. Edgecumbe, C. J. W. Barton, C. L. MacDiarraid and W. C. Davis. Apologies for absence werereeeived from Crs. Coatea and Stone.

The special order regarding the diminution of Garden Place was confirmed, <Jr. Barton dissecting. Mr F. Maxwell, secretary of the Hamilton Chamber cf Commerce wrote asking the Council to co-operate with that body with a view to securing a road between Tikowhai and To tiapa. Cr. Barton proposed that the sum of jES be voted towards the cost.

Cr. Young, in seconding the motion, said the only diUiculty in the way was whether the Council could legally vote money for public works outside the borough. There ras no doubt that the proposed road would be of immense benefit to the residents of a large and important district. The fact that the Government had voted a £ for jC subsidy up to £2OO should stimulate those interested in the matter.

The Mayor thought the Council could not vote the money.

Finally the motion was altered to give the Finance and Legal Committee power to act and in this form the motion was carried unanimously. The Legal and Finance Committee recommended that the following tenders be accept, d:—Timber, Puketapu Sawmilling Co.; printing, K. J. Paull; carting, Jolly and Clements (subject to a satisfactory price per hour being inserted in the tender); also that the Counoil undertake the whole of the work of making the connections in connection with the drainage scheme, and raise a loan for the purpose of carrying out the work.

Councillors considered that the making of connections by the Council was a step in the right direction, and the report was adopted.

Messrs Ellis and Burnand wrote informin? the Council that they had already taken steps to abate tbe smoke nuisance from their factory. Part of the plant had been delivered and they expected the balance every day uuw. -Received. Tbo engineer's report was adopted as follows:—Drainage Contracts: Since my last report the contractors, Messrs Andrewe and Gall, have laid 1280 feet of 6 inch pipes in their No. 2 contract, and are at present laying the main sower in Knox-street. 1 have certified to progress payments of X 315 16a 5d on No. 2 oontract and JJIB on No. 1 contract. Street Formation Contracts : Messrs Lovett and Tucker have almost finished the earthwork in Hinemoa-streei and Hill-street and are making good progress with the excivation of Collingwoodstreet and Kuakiwi road. I have certified to progress payments to the amount of -£IBO. Street Works, Hamilton East: Aloert street formation butwteu Grey and Firth-streets rms teen trimmed up with the grader preparatory to being gravelled. Gravel for this and otuer streets will ba procurable from the formation of Albertstreet west of Grey-street. Domain road, Brookfield-streer, and Fox-street from Brookfield-street to Naylor-street, have been prepared for formation with the grader which work I propose putting in hand immediately. The financul statement showed that receipts since November 30th had been £tb 16a H, dr. at Rink X 2229 la li. cr. drainuge loan £2O 10s, siieyards ii2ls 3s 7d, oauietorios £ob 17s 4J, dr. streets, bridges and gasworks £L3II 4s 3d. The following terders were received for pipes and fittings: Btisaoe and Co. .Ct;2s 12< 9d, A. and T. Burt JE557 5s lOd (accepted subject to schedule being correct).

On the motion of the Mayor, seconded by Cr. Davis, the Borough sol ; citor will be instructed to advise on the steps necessary to secure the contiibution by the adjacent landowners of a share towards the cost of the upkeep of cedciun's drain.

'I ha clerical stall were granted leave of absence from Christmas eve to January 2ud, the Mayor stating that the supervisim of the drainage works would cot be abated, as Mr Sims would attend when the men were working.

At the request of Cr. Bwton, the Mayor made a verbal report on the proceedings at the late meeting of the Hospital BoarJ. He said he had asked Dr. Makgill to report on the suitability of the borough water supply for hospital purposes; drainage and loan proposals were also touched upon.

Cc. Young congratulated Cr. Kirton on the interest he took in hospital matters. The Mayor said he had noticed by newspaper reports that the Waipi, County Council had appointed a deputation to ni;et hiin in regard to the allccation of the oost of maintaining the Oh iupo road. He suggested that the Rirough Ecgiijeer and himself be authorised to meet the deputation.

'lhis was agreed to, Or. Young saying that the County Council evidently overlooked the fact that the improvement of the road wojld naturally enhance the value of properties there.

The .Mayor said the chief argument was that for years the public had comp'ained bitterly uf the bad state of the thoroughfare.

Io was decided to ask Mr Fulton to -upply information as to the state of >.llairs in connection with the proposed new traffic bridge at Hamilton. The -Mayor wished councillors the compliments of the seison, and expressed the hope that the prosperity of the town in the pas: would continue and th»t councillors wuuld shaie that prosperity. Cr. Klgecumbo said the present Mayor had occupied the chair with credit to himself and, he believed, to tho general satisfaction of couaoillors. More responsibility than usxil had boen cast on Mr liond, whom he hoped to yee occupying the position for some time yet.
