THE POLICY OF FRANCE.
A LIBERAL PROGRAMME. PARIS, November ti. M. Clemenceau informed the Chamber that the Government intended to maintain a dignified peace and maintain and develop the alliances. She cannot disarm or weaken the defensive power until the happy but uncertain day when the system • existing among the nations is changed. A progressive income tax, and if necessary, a tax on capital, would • replace the four direct taxes now ' existing. Liberty to develop wai- • ships would be ensured, though • foreign domination would be pre--1 vented. The scope of trade unions ' would be increased and workmen's pensions would shortly be establish--1 ed. The Chamber, by 395 to 96, approved the declaration.
