GERMANY'S FOREIGN POLICY.
A LIBERAL'S IDEA. BERLIN, November f>. Herr Basserman, National Liberal Leader in the Reichstag, announces liis party's intention to intervene in the foreign policy. He declared that Britain was the pivot of Germany's entire political world and development. He asserted that King Edward is silently pursuing with iron persistence a policy intended to promote Britain's greatness and secure Germany's isolation.
