OBSERVANCE OF THE TREATY. SATISFACTION IN TOKIO. TOKIO, October 31. The statement that President Roosevelt will invoke, if necessary, article six of the Constitution, to compel California to observe the treaty provisions, was hailed with the greatest satisfaction in Tokio.
