HAVANA, September 17. President Palma has suspended hostilities and released thirty of the leading insurgents. Pourparlers are proceeding, both Government and rebel leaders hoping to arrange a peace before the intervention of Mr iaft (the United States envoy). The warships now concentrating at Cuba would be able to laud five thousand sailors and marines within four days. The Democrats join with the Republicans in euiogisiug Mr Roosevelt's promptness. Both sides in Cuba desire intervention and some degree of American control.
