POSTAL RATES.

(by electric telegraph-copyright). London, October 31. A correspondent wires from Sydney to the Times that Mr Henniker Heaton was banqueted at Parliament House, and that, replying to the toast of his health, he .announced that the South Australian, Yictorian, New South Wales and Queensland Govern* ments had agreed to a twopenny postal rate to Enghnd. Mr Cook, Postuiaster-General of New South Wales, is reported to have denounced the 2£d rate as unpopular, awkward and inconvenient, and the latter announcement attracts a good deal of attention, as no representation or reference has ever been made to the Agent-General on the subject.
