THE CODLIN MOTH BILL.

Thk Uodlin Moth Bill provides that tho fruitgrowers of every district shall appoint a Board of live of their number. These Boards shall appoint district inspectors, while a chief inspector shall be cli >sen by the Governor, and these inspectors may at any reasonable time enter any orchard or nursery, and examine the trees, or euter into any .-tore or mart, or upon any wharf, and inspect any fruit for sale. The Board shall ha\e the power to levy a rato of two shillings per half-acre on every orchard, the revenue so derived to be used in administering the Act. There shall be an annual inspection of nurseries in the month of April, so as to prevent the sale of trees which are not clean. Provision is made in the Bill for dealing with the Phylloxera pest, as every vigneron or orchurd'ist shall have to give notice of any vines or trees infected with that disease or the codlin moth. The penalty for the importation of fruit from any infected place is £10, while the fruit shall be confiscated. There are penalties also for selling or offering for sale infected fruit. The Governor may pr.>-crih» regulations for the administration of the -Vet t-v-n as to the manner in which infected trees shall be bandaeul ~r otherwise treated. A roll of all fruitgrowers in n districc shall be kept by the Bo a-1. Dj-triets may be declared clean or infected.
