(by blkotkio tjslegbaph.—copyright,) London, March 18. A farewell banquet has been tendered tha Duke of Connaught on the eve of his departure on a visit to; America, China and Japan. Replying to the toast of his health, the Duke declared that the defences of Bombay were quite useless, and would afford no protection to the city in case of bombardment. In the House of Commons.to-day, Mr G. P. T. Bartluy, member for Islington North, gave notice that a select committee be established to enquire into and report on the working of the profit-sharing system. . News has been received here that the ship Winifred, which left Wellington, New Zealand, for London, on January 14, has put into Bahia, on the northward coast of Brazil. She reports that, her . cargo, which consisted of wool, flax and skins, was discovered to be on fire,, and it was thought advisable to run to the nearest port. No further particulars are yet to hand. The Aorfa"~colliery is flooding. Forty-three bodies have been recovered. Lord Churchill's speech in the debate on the report of the Parnell Commission, is strongly condemned by the Tories of Birmingham. Lord Churchill, in reply to attacks on him, has published his original protest against the Parnell Commission at the time it was set up. 'He declares the promoters of the Commission were the real traitors, not the Unionists. Mr Cecil Railces, PostmasterGeneral, replying to a question asked by Mr Henniker Heaton, in the House of Commons to-day, stated that it was impossible to establish a penny postage with the Australian colonies without interfering with the postal union. Arrived : Barque Cormorant from Napier (November 13): Barque Kylemore, from Lyttelton (December). The reported arrived on 17th of the barque May Queen, from the Bluff, is an error. A trial shipment of potatoes by the Orient, realised 40s per ton j onions, 84s to SBs. Sydney ; cheese by the Valetta was spoilt by heat and only realised 18spercwt. The Melbourne vegatables, marrows, and onions, arrived in excellent condition. The condition of carrots was fair, but the potatoes packed in hay and paper were rotten. Those packed in earth arrived sound. An Australian wheat cargo of March-April shipment has been sold at 34s 7£d. BuoHAitKST, March 17. The Russian troops are massing on the Roumanian frontier. Pabis, March 17. The Duke of Orleans deprecates a petition to Government for his pardon. M. Ribot will be Minister of Foreign Affairs ; M. Constans having taken the portfolio of Minister of the Interior. The programme of the new Government formed by M. do Freycinet is considered to be colourless. Bicklin, March 18. it is reported in the city, to-day, that Prince IJismark has resigned all his oliices. I'aiiis, March IS. M. Freycinet commands a majority of 100.
