WALLACE COUNTY COUNCIL.

The monthly meeting was held to-day, when there were present: Councillors Jno. Horrell (Chairman), G. Rodger, F. J. Linscott, T. Flynn, T. A. Buckingham, W. J. A, McGregor, S. Fowl©, L. Cody, and F. J. Dyer.

H. S. Mitchell, Ruahine, applied for permission to erect a gate over the road at the lower end of the Maori sections.—Granted] under usual conditions.

Sutherland and Co., Ltd., Te Tua, applied for permission to cart timber from Sheehan’s Road to Te Tua railway station, and also applied for permission to erect a lift on side of road at Sheehan’s corner.—Granted.

F. W. Furkert, Chairman, Rivers Commission, offered the thanks of the Commission to the Council for meeting them and placing all available information at their disposal while inquiring into 1 the Aparima River. They specially appreciated the trouble taken by the County Engineer to facilitate inquiries.—Received. Clode and Svensson, Oolac Bay, asked the assistance of the Council in construction of the Hinitui Road over which they have to cart their timber.—Left to member and Engineer.

S. Wilson, Clifden, applied for permission to remove two huts from Clifden bridge to his section.—Granted under usual conditions.

Sutherland Bros., To Tua, asked permission to haul a portable engine from To Tua railway station to their milk site.—Granted.

W. G. Drew-Brook Tuatapere, applied for permission to erect a temporary fence two yards from the formed road, which is not rrsed, as the contractor had fallen every tree across his fence line, and it would take about two years to’ clear it. —• Left to member for riding and Engineer.. *

Mayor of Invercargill wrote inviting the co-operation of the Council in connection with the visit|pf the Prince of Wales, and asked tbit a delegate be appointed.—Chairman, was appointed delegate. Secretary, Wallace and Fiord Hospital and Charitable Aid Board forwarded a statement of the estimated income and expenditure of the Board for year ending 31st March, 1921. Two- cases of influenza (one pneumonic) were reported in the c'ounty. H. J. Heal, Colac Bay, on behalf of a large meeting of ratepayers, requested that a proper drainage scheme be carried out in the township.— Member for riding and Engineer to look into matter.

J. Fisher, Town Clerk, Otautau Town Board, asked for the services of the Engineer in laying out a block of plots in the Otautau cemetery.— Granted.

W. X,. Bane, Manuka Downs, Birchwood, asked that the Council do something to the' road leading from Mount Linton to his property.— Thirds to bo spent on work. —Engineer’s Report.—

Mr J. G. 0. Baker, Engineer, re- > ported as follows:—Since last meeting weather conditions have been dry and great progress has been made with contracting work. The bridge gang has completed a small bridge on station road: at Hazletts and another on Waikouro-M.errivale road, and is now re-building one on James and Dickson’s road, and will then do small cidvert in concrete in the Otautau riding, mentioned at last meeting. I have inspected the road from Mossburn to The Key, and find! that it requires urgent maintenance to the amount of £IOOO. The traffic on this road has now reached such dimlensions that it is beyond the resources of the riding to effect the necessary repairs, and I would suggest that the Council approach the Land and Tourist Departments for £250 each, and afterwards an annual grant of one-quarter cost each of the yearly maintenance. Regarding the matter referred to at last meeting by the Commissioner of Crown Lands, Cr. Dyer met Mr Gallagher and Messrs .Smith Bros., of Terepa, and satisfactory arrangements were made to give Messrs Smith Bros, the access they desired.—Adopted. —The Rocks Township By-laws.— By-laws # for The Rocks township came before the Council, of which the following are some extracts: No person shall erect in the township any building for residential purposes without notifying the Council and obtaining' its consent. This also applies to the alteration of any existing buildings. Persons will forward plan of building, in duplicate, and drawn to scale. This plan must show the boundaries of the land occupied by such building. No person shall, without obtaining the consent of the Council, make any drains, closets, urinals, sinks, septic tanks, or other appliances: It will be necessary to got the permission of the Council to alter any drains, etc., which at present exist. A fee of ten shillings is payable with an application for permission to erect a dwelling or make drains, etc.

Any person not complying with this by-law is liable to a fine of £6 and £1 'for every day on which the

breach or offence is continued

A deputation from The Rocks Association waited on the Council with regard to the above by-laws, which will be dealt with this afternoon.
