EX-ADMIRAL'S CRITICISM

Charges that the naval morale is continuously declining and that officers of high rank in the fleet and the Navy Departments have been notoriously inefficient, was made by Rear-Admiral William S. Sims in the “Atlantic Monthly.” He said that the conditions had resulted from the present system of promotion, under which injustice is inevitable. He declared: “A fleet that is not ready for war is of no use, and one that is under a commander known to the whole service as incompetent is a positive danger.” At Washington, Admiral William Stanley said: ”1 prefer not to comment on the charges against me by Admiral Sims. Admiral Sims has been retired from the navy for a number of years and I do not think he is in a position to judge navy morale.”
Other officers said that Admiral Sims had consistently attacked the selection method of navy promotion.
