The cx-War Minister, General Araki, is again in the limelight commanding the Western Army against the easterners. Roth are using the most modern equipment. including aeroplanes which the arsenals have been busily turning out ir. recent years. Multitudes are watching from the hills. amining foreign passengers in trains in the legion of the manoeuvres, even old ladies.
