ON DEBTS DEFENCE APPARENTLY NO CHANGE By Telegraph —Copyright —Press Assn. PARIS, Last Night. M. Herriot, in an exclusive interview with the British United Press, declared that no reduction of Germany 's reparations was possible unless America and Britain agreed to equivalent reductions in war debt payments to them. With regard to armaments, he emphasised that reduction was dependent on security. He urged the organisation of an international armed force. There thus appears to he no change in France’s attitude on the two vital issues. ,
