Waipukurau Council

THE MONTHLY MEETING

GENERAL BUSINESS TRANS-

ACTED

The monthly meeting of the Waipukurau Borough Council, held last night, was attended by His Worship the Mayor (Mr. R. McLean), Councillors I. W. N. Mackie (deputy-Mayor), W. A. Chambers, E. J. Turner, R. W. Carpenter, J. McCarthy and B. J. McCormick.

The Town Clerk (Mr. H. AL Tansley) and the inspector (Mr. J. Gardner) were in attendance.

AN EXPRESSION OF THANKS

“I have to thank you for your favourable reply to my letter applying for a remission of the charge for the use of the theatre and should be pleased if you will convey to the Council the thanks of my committee for generous help,’’ wrote Mr. C. R. Watson, hon. secretary of the Hawke’s Bay Homes' Appeal Committee.

Proposed Tree Planting

The State Forest Service, Rotorua, wrote advising that eucalyptus would be the best species to plant on the area described by the town clerk. At 8 feet spacing, 1700 trees would be required. A copy of the tree planter’s guide issued by the Service was forwarded.

The area concerned (2J acres) was that known as the pound paddock, and the object in view was work of a useful nature for the unemployed. After much consideration of the matter at issue Cr. Chambers moved that the recommendation be followed

also a dozen cedar trees purchased for planting in a park, the reserves’ committee to deal with the proposal. The Mayor suggested that school requirements be also considered.

Protection Of Motor Cars

G. F. Kohleis applied for permission to act as caretaker of mot''? vehicles when parked during the progress of picture entertainments, etc., a fee of 6d. per car to be charged. He stated that he was a local unemployed man endeavouring to earn a few extra shillings.

The Mayor observed tha '• there had been some thefts of late from motorcars, and Cr. McCarthy concurred. It was agreed that the application be granted.

Howard Estate Board

The secretary of the Howard Estate Advistory Board notified that Mr. J. H. Absolum, of Rissington, sheepfarmer, is the only person proposed for appointment as a member of the board to represent the group of bodies in which the Council is included, and it was asked that authority be given to attach its name to the memorandum to the Minister of Agriculture recommending his reappointment.

The Mayor stated that the re-ap-pointment of Mr. Absolum had already been supported, and the Council resolved on his motion to sign the memorandum.

Use Of Russell Park

The Waipukurau Basketball Club sought the use of Russell Park, two playing areas being desired, for playing basketball matches during the winter.

On the motion of Cr. Mackie, seconded by Cr. Carpenter, the request

was granted.

Lease Of Theatre

A letter concerning the lease of the theatre was taken in committee, also a special report thereon by the Theatre Committee.

Special Report

The Sub-Committee appointed to report on Mr. J. Butler’s sub-division recommended that the right-of-way be agreed to subject to Mr. Butler paying the cost of shifting the sump and stormwater drain, also paying the cost of the crossing required. This work to be carried out to the satisfaction of the Borough Inspector. The report of the sub-committee was adopted, but it was stated that probably the proposal would not be proceeded with.

Transport Licensing Act

The Transport Department, Wellington, forwarded a circular advice as concerning the provisions of the Transport Licensing Act, 1931, which deals with road services and this coordination of existing forms of trans

port. It was desired that the names of officers who would be available for supervision work in terms of the licenses issued.

“What does it all mean Mr.. Tansley?” asked His Worship. It was explained that the traffic inspectors of the various local bodies would deal with the matter. On the Mayor’s motion it was agreed to co-operate, the matter to be referred to the local traffic inspector who would be the town clerk.

Further to this matter the need for appointing a successor to the late Mr. G. T. Clarke as testing officer and on the motion of Cr. Chambers the town clerk was duly appointed.

Memorandum Of Lease

A memorandum of lease from Mrs. B. E. McConchie to the Union Bank of Australasia was forwarded by a firm of Waipukurau solicitors for the Council's consent.

It was resolved that the seal of the Council be affixed to the document, the Mayor being the mover.

Rebate Of Penalty Sought

A ratepayer applied for a rebate of the penalty imposed on the rates (12/7). It was pointed out in the letter that the applicant was on relief.

On the motion of Cr. Chambers it was resolved to enquire from the New Zealand Muncipial Association as to the position of ability to grant a rebate.

Hospital Levy

In response to the advice from the Waipawa Hospital in respect of the quarterly levy it was decided that as desired by the board the amount be paid pro tern on the basis of last year’s assessment, the estimates not having been received back from the Department of Health. The amount was £B3 18s per quarter for the past year.

Theatre For Meetings

Cr. McCarthy urged that the Theatre Committee should consider the matter of letting the theatre for meeting purposes. It was pointed out that various buildings were used for such purposes Without paying a license.

Cost Of Removing Poles

In regard to a power pole removal question, the Mayor said he had not found an opportunity of meeting the chairman of the Power Board, nof having seen him for some weeks.

Water Level Indicator

Tenders were dealt with for the erection of a small building at the pumping station and installation of a water level indicator that of Messrs Wharmby and Williams, at £2 5 13s (approximate cost) was accepted.

Headstone Tribute

In regard to the matter of erecting a headstone over the grave of a former mayor (Mr. E. A. Goodger) as previously decided upon by way of a public tribute, a committee consisting oP Crs. Turner, McCarthy, and McCormick was appointed to finalise the selection and report.
