Sir Joseph Ward declared at the P stal Conference that the universal penny postage worked well in New Zealand, nationally, commerciilly, domestically, and financially Tbeie was a distinct trend towards that system throughout the world. He expected before the nt-xt Congress that every civilised country would hate adopted it.
