The Kaiser is willing to spare Prinae Chua personal humiliation, and accord him the honors due to his birth, but insists that other members of the mission must kowtow. The hitch is delaying the promulgation of the edicts completing the peace protocol. Germany is pressing the other Powers to hasten the signing of the protocol, and trust the Chinese Government to issue satisfactory edicts respecting the supplementary punishments and suspension of the examinations. British and American Ministers refuse to acoede to Germany's request, owing to the unsatisfactory nature of the edict forbidding the importation of arms.
