HOWE AND FOREIGN. (Reuter's Telegrams. —Copyright.) WOOL MARKET. A FURTHER RISE. London, Sept. 11. At tho wool sales to-day 10,700 halos wm* offered. The market continues firm. Fine crossbred wools are very firm. Scoured wools are from 2'd to 3.1 higher than at last series. September 13. At the colonial wool auctions to-day 14,000 bales were offered. Prices were firmly maintained. Wools of good quality are 4d higher than at the close of last sales. POSTAGE RATE. September 12. The Times states that Mr Henry Cecil uaikes, Postmaster-General, is engaged in examining into the question of redncingl postal rates, and further states that he favors establishing a system of universal penny postage. IRISH OUTRAGES. September 10. General Sir Rodvors Buller, who was despatched to Ireland for the purpose of suppressing boycotting, is now travelling through County Clare, where agrarian outrages are of frequent occurrence. PARNELL’S BILL READ A FIRST TIME. September 13. In the House of Commons to-daj- a Bill to Amend the Present Land Legislation in Ireland was introduced by Mr Parnell and read a first time. The measure provides that laud Courts should be empowered to reduce rents during a period of two years, and that evictions should be stayed when the tenant has deposited with the Court half the amount owing to the landlords. PROPOSED NEW CABLE. In the House of Commons to-day Sir Edward Stanhope, Secretar}’ of State fertile Colonies, stated in reply to a question that the proposed cable from Vancouver Island to Australia would be attended with heavy expenditure, and that Her Majesty’s Government could not arrive at a decision on the subject until the different colonial Governments interested in the scheme had expressed their opinions. RETURN OF AUSTRALIAN CRICKETERS. September IG. The Australian cricketers will play a two days’ match at Elarrowgate, Yorkshire, on September 27. The majority of the team leave England by the steamship Arawa, which sails from Plymouth for New Zealand on October 9th. SHIPPING. THE BULGARIAN TROUBLE. Constantinople, Sept. 13. The Bulgarian National Assembly meets to-day in accordance with the summons of Prince Alexander. The meeting of Deputies who arc nominated by the Sovereign has been held, and it was resolved to combine to avert any foreign occupation of Bulgaria, and for the purpose of securing tho return of Prince Alexander. THE AMERICAN WHEAT CROP. New York, Sept. 11. The Agricultural Bureau estimates that the coining American wheat crop will be nine million bushels more than last year.
