On the motion for tho third reading of the above Bill, the Hon. Mr ACKLaND moved thai section 9 be erased and tho following words stanc as section 9 of tho Bill : — " At tho sittings of tin Resident Magistrates Court in civil mutters il shtill not be lawful for any Justico of the Peace not being a Resident Magistrate to sit and acl with the Resident Magistrate but it. shall bo lawful for two Justices of tho Peace to sit and act ir tho place of the Resident Magistrate as hereinafter provided." The Hon. ERNEST GRAY save no objection to the amendment. The Hon. Major PEACOCK thought it obvious that if it was desirous to make Justices of the Peace acquainted with jurisprudence, it would be very necessary for them to sib on the Bench with stipendiary .magistrates. The Hon. Mr Harris objected to tho amendment as likely to serve no good purpose, and after some further discussion the amendment wag withdrawn and the Bill read a third time and passed. ADDRESS TO THE GOVHRNOn. The Hon. Major RICHARDSON man eloquent speech brought up an address to his Excellency the Governor on tho subject of his'recall, and after some discussion Mio address was adopted, and it was resolved that it bhould at o'clock to-day be presented to his ICxcllency by the Hon. the Speaker and several members of the Council.
