PLIGHT OF THE PRESIDENT. . RAILWAY LINES CUT. (United Service (Received July 14 A 8 a.m.) TIENTSIN, July 12. The Chinese President is virtually a prisoner in the hands of the Anfuites at Peking. The railway to Shanghai has been cut, and the Peking-Hangkow lino is not working.
