Sir James Allen sjvid that the coal shortage was so serious that any moment the' Government might have' to cut off everything superfluous on the railway trailie. and might even have to cut off the passenger trains; but if such restrictions were necessary it would be only for very essential reasons.’ The coal question was a most serious one, and unless the Government could improve thei supplies he looked with some trepidation at the coming winter.
