NORTH AND SOUTH RE-UNJTED. Received November 2, 9.30 a.m. PEKIN, Oct. 31. The principal Kwangsi militarists fled to Shanghai, prior to the flight of the administrative directors of the military. The Government cancelled the independence of the south-western provinces, declaring that North and South China were re-united. The Cantonese leaders, however, repudiate the cancellation, 'and Cantonese troops have entered Canton. THE PRESIDENT’S BOLD STEP, APPROVED BY PRESS. Received November 2, 10.30 a.m. NEW YORK, Nov. 1., The New York Times’ Pekin correspondent reports that after the Canton military Government had cancelled the declaration of independence, the Pekin Cabinet on the 30th October approved of the issuance of. a mandate proclaiming that the re-union of the North and South had been effected, and ordering the Ministry of the Interior to co-oper-ate with the provincial authorities in the election of a new Parliament based bn the old election laws. The Cabinet also approved of the creation of special courts to deal with Russian cases in three Eastern provinces. The Press approves of the President’s bold stop in abandoning peace negotiations and simply announcing that peace exists. The fact that no concessions have been made to revolting provinces indicates that the Government feels itself in a strong position.
