The Bolshevik Government, therefore, expresses its belief that the object of the Allies, namely, the cessation of hostilities and the establishment of peaceful relations between Russia and Poland, on a basis of the full indejiendcnee of Poland, will be attained in the most speedy and simplest way. through direct negotiations. The Bolshevik Government is of opinion that the Allies will undoubtedly acknowledge that their object will lie Tullw covered by the impending Russo-Polish conference at Minsk. The contents of the above Note are regarded as practically amounting to the rejection of the Allies’ participation in the Russo-Polish settlement. BRITISH CABINET MEETING. LONDON. August 9.
