BERLIN, July 23. One hundred and ten naval officers tried on a charge of participating in tho Kapp revolt have been cashiered or reduced. One hundred and twenty were found not guilty. A note has been sent to Paris intimating that local frontier guards have been organised in East Prussia, and asking the Allies not to regard the action as a breach of the Treaty, but merely as a protective measure.
