Mr Taft is actively promoting Senatorial negotiations in reference to the Peace Treaty. He points oat that 80 Senators favour ratification, of whom 40 favour reservations as to Article Ten, which is Hie crux of the dispute. President Wilson believes it fundamental, but Mr Taft sees no reason why there should not be a compromise on Article Ten in view of the fact that it is unlikely to be invoked, owing to the existence of Articles Sixteen and Seventeen.
