SPEECH BY JAPANESE PREMIER

The Japanese Embassy has published Premier' Hara’s speech at the opening of the Diet at Tokio on January 21st. Premier Kara said: “I am happy to assure you that the determination of the Japanese Government to restore the leased territory of Kaiochau to China, and to operate the railways as a joint enterprise, has never been shaken. Japan, will take all possible measures to control anti-Japanese movements in China, Japan is ready, in conjunction , with other interested countries to render financial aid to China when it is indispensable for the maintenance of her Government.' The Japanese Government profoundly regrets the north and south difficulties in China, and is ready, in conjunction with other Powers, to make the best effort to solve these difficulties.

“Japan, despatched half a dozen divisions to Siberia in order to reinforce the railway guards,” ’Premier Hara continued. “The American commander at Vladivostock informed General Ohi on January Bth that it was intended to withdraw the United States’ troops from Siberia. The United States’ reply, answering Japan’s inquiry concerning reinforcements for Siberia, arrived on January 12th. The United States authorities expressed sincere regret at the American commander’s premature announcement. ”

TO ESTABLISH PEACE. HONOLULU, Jan. 23. Honmonbo, a Chinese newspaper, prints a despatch from Canton stating that the revolutionary Government in South China has indicated its readiness to establish peaceful relations with North China.
