President Wilson is expected to re-submit the Treaty to the Senate at the new session in December. It would provide no code of laws for the nations. : The Senate then voted on a motion to reconsider the Treaty, which was carried by 62 to 30, with the object of reaching a compromise. According to reports from Paris, the Germans are greatly encouraged at the failure of the Peace Treaty in the United States. French opinion fears that the United States will not ratify the Treaty at all.
