(Reuter.) LONDON, November 16. Lord Milner has appointed a committee to consider whether the staff of the Agricultural Department’s colonial services arc adequate. If necessary the committee will recommend inincreases in the staff, and will inquire also whether the rates of salary are adequate, and make recommendations to, improve airangeraents for recruiting the staffs for the colonies. DECREASE IN CROPS. Received November 17, 2.55 p.m, LONDON, November 16. A preliminary return has been issued by the Board of Agriculture, which shows that the wheat crop has decreased by 2) million quarters compared rsqith last year, though it is half a million quarters above the average for last decade. The barley crop is six hundred thousand quarters below 1918, and three hundred thousand below the average; oats are three million quarters below 1918, but the highest since 1917. The hay crop is five million tons, the lightest since 1893.
