THE BRITISH "DUMA."
NEW CABINET JftCKNAMED. TIETUALLY ONE-MAN RULE. LONDON, October 28. The lobbyist of the Times says that habitues of Downing Street have already nicknamed the swollen- new Cabinet “The Duma.” The real power remains in the hands of the super-executive, consisting of the Prime Minister, Mr Bonar Law, and Lord Cnrzon, assited by Mr' Chamberlain and Mr Barnes. It is unlikely that the larger Cabinet will initiate a policy, hut it must degenerate to the position of a debating society. The Times, in a leading article, says that the House of Commons must insist on the „ individual responsibility of the full Cabinet, otherwise the country will regard members of the House of Commons as accomplices, or dupes of the Prime Minister’s new system, which is virtually one-man rule.
