Motosando Zumoto, tbe editor of the Herald of Asia, after a visit to Siberia, writes that he thinks the political change in. Siberia will be the formation of an autonomic Government excluding Holtchat, especially if the Powers, including Japan, support such a' formation. Japan should lead by giving sincere assistance.
