Tile Waterways Commission has (Crafted 1 clauses for insertion in the peace treaty, imposing punitive measures on Germany. The Commission desires to create & permanent convention as assuring freedom of transit to all parts of the “World. The Commission insists on ©quality of transport as regards tolls and Onstoms-on all international rivers. There is an interesting proposal in connection with the permanent conventio nfor an international zone, in which cargoes may be transhipped from one vessel to another without payment of tolls to the country controlling the port. LABOUR COMMISSION’S REPORT. 1 AN INDEFINITE DOCUMENT. V Received April 3, 10.25 a.m. PARIS, April 2. The Labour Commission’s report has been issued covering the convenI tion, which is a lengthy document, and confirms generally the points already cabled. The International Labour Conference has been given power to draft a convention for Labour. Atwo-thirds majority is required to carry them. Affiliated States are obliged to submit these conventions to their Legislatures or other competent authority. In the event of the latter failing to endorse the conventions, the State will be ander no further obligation.
