HOUSE OP REPRESENTATIVES. NEW PROTECTION BILL. (Per United Press Association.) WELLINGTON, November 7. The House of Representatives met at 2.30 p.m. ' Mr McCallum asked leave to introduce a new Protection Bill, which, he said, was designed to regulate the prices of locally-manufactured goods, as directed by the Board of Trade. The Bill would help to solve the problem of the cost of living, and he hoped the Government would take the measure up and pass it into law. The Bill was introduced, and read a first time. OUR LEADERS AT HOME. When the House resumed at 7.30, Mr Massey made a statement covering the proceedings at the Imperial Conference, the greater part of which has already been summarised in the cables. He also related the experiences of the Finance Minister and himself in England and on the West front, stating that everything possible for the comfort of the men was being provided by the Y.M.C.A. and other similar organisations. Sir Joseph Ward, following Mr Massey, emphasised the great change which had taken place in Britain on the subject of the overseas dominions since 1895, when he first visited England. That change he attributed to the broad Imperial views adopted by Mr Joseph Chamberlain, when Secretary of State for the Colonies. He assured the House that every subject discussed by the Imperial Conference vitally affected the Dominions. He was certain the time was coming when New Zealand must be fittingly represented at the centre of the Empire, where, sootier or later, some form of Federal Government for the Empire must be adopted. If the Premier and himself had done nothing else than impress upon the British public the importance of the Pacific to the Empire, their visit was well worth all the time and money expended. At the conclusion of Sir Joseph Ward’s speech, Mr Massey promised to give a day for further discussion, and the House rose at 9.40.
